Rebuilding programme attribution
The reconstruction has to answer two questions at once: what was spent, and what it was spent against. The second is the difficult one, because programme attribution is nearly always easier to record at the time than to establish afterwards.
We work from whatever evidence exists — approvals, contracts, correspondence, payroll allocations — and apply one consistent allocation basis across the whole backlog rather than varying it period to period.
Where shared costs cannot be attributed on evidence, we agree a basis with you explicitly and document it, so the method is defensible even where the underlying detail is thin.
